Brigada Pagbasa (BP) as a part of Brigada Eskwela is an after-school reading activities in response to Hamon: Bawat Bata Bumabasa or DepEd 3B Initiative issued beneath DM 173, s. 2019. All BE implementers have been inspired to behavior this partnership initiative for analysis which serves as a platform to synergize education-related endeavors that immediately address literacy and numeracy studying gaps.
This studying advocacy serves as an avenue for all stakeholders to make contributions and viable options to improve the country’s education system, particularly in equipping the newcomers with 21st-century skills. With the successful nationwide implementation ultimate school year, the Brigada Pagbasa shall continue with an intention to interact with greater training companions and professionals to intensify this after-school analyzing program.
In DepEd Memo. 173 s. 2019, the Department of Education stated that initiatives implemented to boost the learners’ studying capabilities are inadequate based on the effects of the countrywide assessments for learners. The Brigada Pagbasa Program targets to make each learner a reader by way of attractive companions and stakeholders to promote the lifestyle of reading.
Result of National Reading Assessment
- There are still many early grade learners struggling to meet the learning standards in early language, literacy, and numeracy.
- Low achievement levels in English, Math, and Science appear to be caused by gaps in learners’ reading comprehension. This means that there are many low-performing learners who could not comprehend (read and understand) Math and Science word problems that are written in English. Hence, they were unable to demonstrate their knowledge in these content areas.
- Elementary and high school learners are still deficient in literacy skills both in languages and content areas, more so in reading.

Objectives of Every Child A Reader Program (ECARP) and Brigada Pagbasa
- Equip learners with reading skills to make them proficient and independent readers in their grade level;
- Capacitate teachers to become effective reading teachers; and
- Nurture a culture of reading in schools, communities, and various levels of governance in DepEd central office (CO), regional offices (ROs), and schools division offices (SDOs).
