Driver Education Online (CDE Program of LTO) – Alapan 1 Elementary School
The Land Transportation Office (LTO) has stated that all drivers who wish to renew their driver’s license must now complete Comprehensive Driver’s Education (CDE) and acquire a certificate before their renewal application can be approved. The CDE is no longer just for new drivers; it is now required for license renewals. So, let’s take a closer look at CDE, see what it’s for, and how you may get a certificate.
The CDE is a refresher course for non-professional and professional drivers who are renewing their driver’s licenses. It covers topics such as road safety, traffic legislation, driving obligations, traffic rules, and regulations, as well as the associated punishments.
Because this is a legal requirement, it is critical to follow it. The CDE is following a provision in Republic Act No. 10930 that permits the LTO to prolong the validity of a license for up to ten years for motorists who have not had any traffic violations prior to renewal. If a driver does not have a traffic violation record, they can now apply for a 10-year license. Those with recent records can only seek a 5-year renewal.
Starting October 28, it will be implemented in the Central Office-Licensing Section and the Quezon City Licensing Center (QCLC). On November 3, 2021, it will be followed by other offices in the National Capital Region. The schedule for locations outside of Metro Manila will be released soon.
LTO Chief Edgar Galvante mentioned in an interview with CNN Philippines that the causes of road mishaps include those who are not knowledgeable about the driving rules and regulations, those who are not abiding by the laws, and those who are not observing road courtesy. Hence, a refresher course is an initiative to improve the performance of drivers.

The CDE Program is available at LTO Driver’s Education Centers (DECs) (offline), Land Transportation Management System (LTMS) Portal (online), or at LTO-accredited driving schools.
To take the Driver’s License Renewal Course online, you may visit the portal > go to E-Learning > click Driver’s License Renewal Course. The portal gives access to audiovisual courses specifically for Non-Professional and Professional drivers, which will take less than five hours to finish.

Anyone can have their CDE certificate online, they just need to take a driver’s education exam. However, you must first accomplish the CDE Program course at Land Transportation Management System (LTMS) Portal before taking the CDE Online Validation Exam. Those who attend the CDE program on DECs will have to take the exam face-to-face.
