Moodle as DepEd LMS Platform

Moodle is free and can be used by the Department without having to go through a procurement process, allowing it to be deployed before the school opens. The primary costs will include servers already covered by an enterprise licensing agreement with Microsoft for Azure Cloud. Consulting services are also needed to set up a server farm that can serve the more than 8 million users already registered with DepEd Commons. They are currently funded through a technical assistance grant from the Asian Development Bank as well as from Microsoft Philippines.

Moodle will allow DepEd to zero rate the LMS so that it is free for users accessing through mobile phones. Currently, this is not possible for free LMS platforms as it entails a server dedicated to DepEd (not possible for free LMS such as Google Classroom, Edmodo, Schoology, but possible for Moodle because the open source installers, and we are allowed to install them on our server). Applications to provide this special service to the Department have not made any progress with respect to free LMS platforms.
