DepEd Order 22 s 2022 AMENDMENT TO DEPED ORDER NO. 01 s. 2020 (Guidelines for NEAP Recognition of Professional Development Programs and Courses for Teachers and School Leaders)

1. Based on the implementation and continuous monitoring of professional development programs for teachers and school leaders under DepEd Order (DO) No. 001, s.  2020 titled Guidelines for NEAP Recognition of Professional Development Programs and Courses for Teachers and School Leaders, there has been an identified policy gap on whether the Civil Service Commission’s (CSC) learning and development (L&D) programs should undergo National Educators Academy of the Philippines ‘ (NEAP) Authorization and   Recognition   Process, or   be exempted from it, by virtue of its constitutional mandate as the central personnel agency of the Philippine Government.
2. To address the policy gap, the Department of Education (DepEd) issues this Amendment to DepEd Order No. 001, s. 2020 (Guidelines for NEAP Recognition of Professional Development Programs and Courses for Teachers and School Leaders).
3. Item No. 9 under the enclosure of DO 001, s. 2020 is amended as follows:

9. All Non-DepEd entities, with the exemption of the Civil Service Commission, seeking to offer professional development programs or courses for teachers or school leaders, as part of technical assistance, partnership, or individual paid enrollment basis, shall first apply for Authorization as Learning Service Providers before they can submit their proposed program or course for NEAP Recognition.

4. The NEAP Central Office and its Regional Offices shall create a composite team to review and map out the CSC’s L&D programs in relation to the Philippine Professional Standards for teachers, school heads, and supervisor.
5. A DepEd Memorandum shall be issued annually, reflecting a list of exempted L&D programs for teachers and school leaders offered by the CSC through its training arm, the Civil Service Institute (CSI).
6.  NEAP shall  also  provide  appropriate  professional  development credit units in each L&D program offered by the CSC-CSI.

7. This DO shall take effect upon its approval. Its certified copies shall be filed with the Office of the National Administrative Register (ONAR) at the University of the Philippines (UP) Law Center, UP Diliman, Quezon City.
