Guidelines on the Grant of Year-End (13th Month) Bonus and Cash Gift

Are you excited to receive your year-end bonus and cash gift? The DBM has confirmed that these incentives will start rolling out with the first agency payroll in November. Based on DBM Budget Circular No. 2024-3, the year-end bonus is equal to one month’s basic salary. Further, there will be a cash gift is ₱5,000 depending on the length of service. This update replaces the older rule under Budget Circular No. 2016-4, which allowed payment only on or after November 15.

To qualify, an employee must have completed at least four months of service between January 1 and October 31 of the current year. Also, you need to be in government service as of October 31. Those who retire or are separated from service before October 31 but have served for at least four months are entitled to a prorated amount. With this update, government workers can look forward to enjoying their well-deserved bonuses a little earlier.

Computation for the Amount for Cash Gift

Employees who worked for at least four months from January 1 of the current year but retired or left government service before October 31 will still get a prorated share. They will receive it within the month they retire or separate from service.

Year-End Bonus and Cash Gift for Government Employees

Those who have rendered a total or an aggregate of less than four (4) months of service from January 1 to October 31 of the current year and are still in the government service as of October 31 of the same year, shall be entitled solely to a pro-rated Cash Gift pursuant to Section 2 of RA 8441, as follows:

Other important provisions regarding the 13th Month Bonus and Cash Gift

Part-timers get their Year-End Bonus and Cash Gift based on hours or days worked. Employees detailed to another agency get theirs from the parent agency, while those on secondment get it from the recipient agency. Employees who transfer to a new agency receive their benefits from the new agency. Compulsory retirees with approved service extensions can also get these benefits.

Employees facing administrative or criminal cases still get their bonus and cash gift while the case is pending. But if they are finally found guilty, they lose the benefits and must return what they already received. A simple reprimand won’t affect their entitlement.
