The current inflation rate is 5.3% as of August 2023 according to the Philippine Statistics Authority (PSA). This inflation rate is low compared to past reported months, however, it severely impacted the lives of low-earning households. As such, half of the Filipino families considered themselves poor, especially in the aspect of food security. This long-term economic crisis in most households caught the attention of the PBBM’s administration in its 2025 General Appropriation Act. This national budget allotted 26 billion pesos to Ayuda sa Kapos ang Kita Program (DSWD AKAP) or Cash Aid for Low Earners. This program will give one-time cash assistance to all low-earners below 23,000 monthly.

In the 2025 budget, congress acted on the national budget with 26 billion funds for a program called AKAP or Ayuda sa Kapos ang Kita Program. Under AKAP, some 12 million households who earn less than P23,000 per month shall be entitled to government financial support for the “near poor” – those with work but insufficient income. This program aims to aid low-earning households in coping with the increasing inflation rate. We uncover the application process for AKAP or Ayuda sa Kapos and Kita Program on this page. The final enactment of the General Appropriation Act of 2024 serves as a starting point for the implementation of various programs to help the “poor” and “near poor” households. One of those flagship programs is the continuation of the 4Ps or Pantawid Pamilyang Pilipino Program. Which marks the decades of its vital roles in assisting several Filipino families. The Congress also focuses on increasing agricultural production in its various projects like irrigation, dams, and farm-to-market roads.
“Through this budget, we will expand irrigation coverage to boost food production. This is in line with the President’s target for the Philippines to be a food exporter before the end of his term,” Co stressed.
In conclusion, starting Fiscal Year 2024 will be a great opportunity for low-income earners. AKAP program will help them cope with their needs and necessities. This will be a big help for nearly 12 million households who will be qualified and process their application to the said program.
